[DISCUSS] New contributor introducing myself

Hi all,

My name is Jie-Kai Chang (GitHub: 400Ping). I’m a new contributor
interested in getting involved with Apache Mahout.

I have experience with Ray & KubeRay, and I'm looking forward to getting
involved with the community!
