    Fix Version/s: 1.7.0

Introduced the dependency to oak-segment again but with a stable version 1.6.0.

[~chetanm], [~mduerig], the oak-segment-tar SegmentNodeStoreService does not have a secondary configuration option anymore. Is there a way to switch to the oak-segment-tar service with some different option?
