   Thanks for @ayushtkn review. The command is like this, "hadoop rbfbalance submit /copy2 hdfs://cluster1/copy2". And this balance task will be repeated at DISABLE_WRITE stage. The normal process should update the stage after each stage method is completed like org.apache.hadoop.tools.fedbalance.DistCpProcedure#disableWrite. So, I simply added the update method to this process. I'll consider adding a test class for this.
