The ParseFilter API is a little confused. It exposes two factory methods for creating filters based on the language, and a couple other methods for inspecting supported filters and registering support for new filters. It maintains no internal state. These methods should all be static methods, and everything not these methods should be marked private static. That way, you call one of two methods to have a Filter constructed for you, both of which are static so you don't have to create an instance of the factory.
