Created apache infra requests for git clone and reviewboard access

Hi mesos-dev,

I've created the two apache infra tickets (see below).

Re. a git clone, this will help us keep our SVN repo up-to-date and still
use git for dev.

Re. using reviewboard, I thought we could try it out, but it would represent
yet another system that we'd have to juggle between... it might be easier
for now to do code reviews in github and add links to them to our JIRAs.
Thoughts?

Cool. How exactly does this work?

I don't think the github code review mechanism is great, and I'd rather not deter people from getting code reviewed. Furthermore, I'd like to make the project more involved with Apache by using its provided infrastructure. If things don't work as well as we want we should be discussing this with the Apache board for the betterment of the Apache community rather than just running away and using other tools.
