tomcat.exe does nothing on XP

On Windows XP, the bundled tomcat.exe did nothing.  I've seen this on my box and
a friend's machine as well.  I downloaded the latest JavaService from
http://www.alexandriasc.com/software/JavaService/index.html and all went as
advertised.
