Pinging here [~jmckenzie] and [~dchenbecker] as I believe this might overlap with some of your plans for CircleCI improvements

[~jmckenzie] this was the work [~dcapwell] suggested when we were working on CircleCI fix in CASSANDRA-17563.

We need to get back to this at some point.
