New Committer: Pat Thoyts

Hi,

We've just put the finishing touches on Pat's account, and we'd like
to welcome hime to the Apache Tcl project, where he will be working,
at least initially, on Rivet support for Windows.  Most of you who
follow the Tcl community have probably followed his excellent work on
other projects, such as Tile, TclSOAP, and a number of other Tcl
related projects.  I'm glad to see him involved!
