ForwardAction does not use ModuleConfig prefix

Summary: ForwardAction does not use ModuleConfig prefix
           Product: Struts
           Version: 1.1RC2
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Standard Actions
        AssignedTo: struts-dev@jakarta.apache.org
        ReportedBy: thomas.diesler@arcor.de

To reproduce this issue

1. use the SwitchAction to switch the application module
2. use Forward action to call a JSP

The action declaration in struts-config-mymod.xml only works when the
parameter starts with '/mymod'
