[PR] Documentation/nsh: Describe the ulimit command. [nuttx]

   ## Summary
   
   apache/nuttx-apps#3875 adds the NSH `ulimit` command. This PR describes it in the NSH command list and adds its `CONFIG_NSH_DISABLE_ULIMIT` option to the table of command options.
   
   ## Impact
   
   Documentation only.
   
   ## Testing
   
   `tools/checkpatch.sh -c -u -m -g` passes.
