[PR] HDDS-13719. Replace HadoopIllegalArgumentException [ozone]

## What changes were proposed in this pull request?
Some code copied long time ago from Hadoop references `HadoopIllegalArgumentException`. Use Java's built-in `IllegalArgumentException` instead.
