mergeinfo set for 2-URL merge even with 1.4.x server

We decided that mergeinfo shouldn't be set when you're using a 1.4.x
server, right?

It looks like 2-URL merge does in fact set mergeinfo; I saw it happen
with the merge-back of the mergeinfo-api-cleanup branch.
