Set HGUSER for the hg TCK suite to avoid a macOS hostname-lookup stall
Without HGUSER, Mercurial resolves the local hostname to build a
default committer identity on every commit. On GitHub's macOS
runners that lookup stalls for ~70s per commit, so the 23 commits
in this TCK suite alone were eating ~27 of the job's 30-minute
budget and getting the run cancelled mid-SVN-TCK. Setting HGUSER
skips the lookup entirely; the full hg TCK suite now runs in ~1
minute locally instead of hanging.
