2.71.0 Branch Cut

Hey everyone,

The Beam 2.71.0 release branch has been cut! There are currently 2 open
issues on the milestone (https://github.com/apache/beam/milestone/39).

I will now start working on stabilizing the release branch (
https://github.com/apache/beam/tree/release-2.71) and work towards RC1.
