Run deltacloudd as follows:

deltacloudd -i opentack -P http://localhost:8774
[root@beast sdake]# lsof -p 11258 | grep TCP
lsof: WARNING: can't stat() fuse.gvfs-fuse-daemon file system /home/sdake/.gvfs
      Output information may be incomplete.

Connect to deltacloud via the web interface.
Close web browser.

David mentioned that deltacloud does not explicitly close connections and relies on the GC functionality of ruby to close down the connections.  He suggested perhaps this GC was not operating properly in the case of the openstack plugin.
