For review: Release announcement for ACS 4.0-incubating

Hi all, 

I've included a proposed draft of a release announcement for 4.0. Please
send comments, corrections, flames, and such ASAP. (Note several URLs
are needed, see below where [URL] is included.)

[ANNOUNCE] Apache CloudStack 4.0-Incubating Released

The Apache CloudStack (Incubating) project is pleased to announce the
4.0 release of the CloudStack Infrastructure-as-a-Service (IaaS) cloud
orchestration platform. This is the first release from within the Apache
Software Foundation (ASF). 

Apache CloudStack is a Java-based platform that delivers an integrated
platform that allows users to build a feature-complete IaaS. Apache
CloudStack includes the compute, networking, accounting, storage, and
user interface components to needed for private, hybrid, or public
clouds.

The 4.0 release represents the culmination of more than six months work
by the Apache CloudStack community. The release includes more than a
dozen new features, many bugfixes, security fixes, and a fully audited
codebase that complies with ASF guidelines. 

##New Features:

 * Inter-VLAN Routing (VPC)
 * Site-to-Site VPN
 * Local Storage Support for Data Volumes
 * Virtual Resource Tagging
 * Secure Console Access on XenServer
 * Added the ability to create a VM without immediately starting it (via
 API)
 * Upload an Existing Volume to a Virtual Machine
 * Dedicated High-Availability Hosts
 * Support for Amazon Web Services API (formerly a separate package)
 * AWS API Extensions to include Tagging
 * Support for Nicira NVP (L2)
 * Ceph RBD Support for KVM
 * Support for Caringo as Secondary Storage
 * KVM Hypervisor support upgraded to work with Ubuntu 12.04 and RHEL
 6.3

##Incubating

Apache CloudStack is an effort undergoing incubation at The Apache
Software Foundation (ASF). Incubation is required of all newly accepted
projects until a further review indicates that the infrastructure,
communications, and decision making process have stabilized in a manner
consistent with other successful ASF projects. While incubation status
is not necessarily a reflection of the completeness or stability of the
code, it does indicate that the project has yet to be fully endorsed by
the ASF.

that sentence than I started. :-)

Changed to feature-rich, thanks!

I'd suggest that the new features may also be interesting to new
users/developers, and it's important to show at a glance that a lot has
been added to this release. 

But I will add a link to a complete list of features. (Now we need a
complete list of features...)

Will add. I don't think there's any rule against that.

This looks great!  Thanks for the hard work, Joe!  Just a few comments. 

"feature-complete" is too strong a word. I suggest use words (or a combination of words) such as "turnkey", "fully functional", and "feature rich". 

The list of new features is interesting to folks who are familiar with prior versions of CloudStack, but might not to new users/developers. Can we add a sentence like "For a complete list of CloudStack features, please refer to <URL>"?

If ASF rule allows, I recommend to add a sentence and link to the upcoming CloudStack conference.

Sally, quick note to say there have been a bunch of comments, and we're
aborting round one of the vote. So it's safe to say there'll be another
draft for you to look at soon.

Apache CloudStack is a software platform that allows users to build a
feature rich Infrastructure as a Service (IaaS) cloud environment.

Perhaps replace "includes" with "manages", and then remove user

Will want to direct to the download page.  This is because we want
people to download via the mirrors, and that page will do that for
them.  It also has instructions for verifying the artifacts.

I would point to the download page again, perhaps not listing the URL
though.  Just end with "also available via the projects download
page."
