[I] [Bug]: The ":runners:flink:1.19:runQuickstartJavaFlinkLocal" gradle command does not work now [beam]
liferoad opened a new issue, #34450:
URL: https://github.com/apache/beam/issues/34450
### What happened?
Run this with Beam 2.640 RC2:
```bash
export KEY=1402
export RELEASE_VERSION=2.64.0
./gradlew :runners:flink:1.19:runQuickstartJavaFlinkLocal \
-Prepourl=https://repository.apache.org/content/repositories/orgapachebeam-${KEY} \
-Pver=${RELEASE_VERSION}
```
Got this error:
```
Caused by: java.io.IOException: Insufficient number of network buffers: required 65, but only 33 available. The total number of network buffers is currently set to 2048 of 32768 bytes each. You can increase this number by setting the configuration keys 'taskmanager.memory.network.fraction', 'taskmanager.memory.network.min', and 'taskmanager.memory.network.max'.
```
The default Flink configurations do not work now.

Yes, but I think we should change the default values for FlinkRunner in general.
