Currently a configuration will not start until the thing it depends on. It would be useful to add a mechanism that prevented a configuration starting if some other configuration or GBean was already running. This could be used to prevent two incompatible configurations from running at the same time (for example, because they both need exclusive access to some system resource like a file or port).
