[PR] feat(index): support dry run when dropping global indexes [paimon-rust]

QuakeWang opened a new pull request, #1078:
URL: https://github.com/apache/paimon-rust/pull/1078

   ### Purpose

Global index drops currently provide no preview, and SQL rejects `dry_run`. Add an opt-in preview that returns the matched index file count without committing, consistent with Java Paimon.

   ### Brief change log

   - Add `with_dry_run(bool)`, defaulting to false, and reuse existing drop matching.
   - Validate the SQL argument, report preview counts, and preserve normal execution.

   ### Tests

   - 11 builder tests and 44 SQL procedure tests passed with `fulltext, vortex`.
   - Tests cover unchanged table files, matching, invalid values, and normal drops.
   - CI-pinned Rust 1.98.0 formatting and strict workspace Clippy passed.

   ### API and Format

Adds an optional builder/SQL argument. No storage format changes. Partition filtering remains out of scope.

   ### Documentation

Updated the SQL guide with the parameter, output, and snapshot semantics.
