Is it possible for Airflow committers to be granted admin access to the incubator-airflow repo in Github? We have dozens of people sending pull requests, and some aren't including the JIRA number in their PR title (as requested). It really sucks to block otherwise good commits while we wait for them to update a PR title (and sometimes it doesn't happen).

Granting us admin access would allow us to fix this (as well as close bad PRs and issues).
