Since version 6.9.0 Wicket provides org.apache.wicket.resource.DynamicJQueryResourceReference - a reference that could when used will decide depending on the user agent which version of jQuery to contribute (1.x or 2.x).
There were no bug reports about it so far so I think it is a good time to introduce it as being the default JQuery resource reference.
