When running in an environment where the start-up scripts are not used to manage roles (and instead something like puppet is allowed to do its job) then the {{masters}}, {{slaves}}, {{gc}}, etc... files do not necessary need to be configured or even exist.

However, using any tool that indirectly references {{config.sh}}, like the shell, will still produce an error message (the tool will still run):

grep: /etc/accumulo/conf/masters: No such file or directory
