VCL-280

- extended reservation_failed routine to accept optional computer state
- updated the code location for when image is not found it will not fail the computer

Since it wasn't a computer related problem, the computer can be returned to the available state.  There may be other conditions similar to this where a computer should not be failed when a request is.
