A 4.5 SpamAssassin score (4.5 is “Unsolicited Political E-mails.” is always
added to our send score when we are, in fact, a political party (Conservative
Party USA) and are sending mail to our member list.  "Unsolicited" without
proof is a bug!

There is no such rule in the SpamAssassin distribution. The phrase "Unsolicited
Political E-Mails" does not occur anywhere in the rules we distribute and there
is no rule that matches any form of the words 'conservative' or 'party' in
them. 

Whatever you are seeing must be related to a local rule at a particular site or
a 3rd-party ruleset. 

If you believe this to not be the case, please provide some way to reproduce
the results that you are seeing. A sample mail and a basic description of what
sort of SA installation you are using (OS, Perl version, etc.) would be a
necessary starting point.
