Looks like it is missing again in 2.2.0.  
Compare https://github.com/apache/uima-uimafit/blob/uimafit-2.1.0/uimafit-core/src/main/java/org/apache/uima/fit/pipeline/JCasIterator.java with https://github.com/apache/uima-uimafit/blob/uimafit-2.2.0/uimafit-core/src/main/java/org/apache/uima/fit/pipeline/JCasIterator.java -- the main constructor in the latter version does not invoke {{typeSystemInit}}.
