Desktop layout decoration is not available

I am trying to create my own desktop theme (I successfully created a custom
portal theme), but I am getting the following error:

"Desktop layout decoration /decorations/layout/mytheme/desktop.vm is not
available"

I have copied into my /decorations/layout/mytheme directory the tigris
version of desktop.vm and desktop.jsp (I tried also setting the extension
type to .jsp).  I also created a decoratordesktop.properties with the
following values:

desktop.template.extension=.vm
resource.file=Messages

Anybody know what I am missing?

I found the problem.  I was missing the resources properties file.
