I'd be ok with your proposal as well. It is more flexible but also introduces complexity. 
The special $\{inherited\} property might be somewhat tricky. Would you have one variable for all tags (scm, ...) that can carry the attribute, or rather or one for each? Would you be able to use these properties elsewhere? What if a property with the same name was already defined?

The simple switch would satisfy our requirements - I'd rather want the simple solution implemented (fast).
