The uninstall workflow might fail when trying to remove resources which never actually got created to begin with (e.g. if the install workflow had failed and then the uninstall workflow was run to clean up whichever resources did manage to get created, but then it would fail on the other resources). Then this task will get retried as specified in the defaults and eventually fail the workflow.

The workflow should possibly support different retry/failure semantics, e.g. possibly not failing on such operations but rather skip them.
