Currently there is an [action to build and deploy|https://github.com/apache/hive-site/blob/4190918d3489c61fa8769007bcf8f2ea26bfceaf/.github/workflows/gh-pages.yml] the Website on every push to the main branch.

We would like to have an action that just builds the Website in the context of pull requests to ensure that we are not going to push broken stuff into main.
