Portlet control problem ?

Hi,

I am new in JetSpeed.

1) Is it possible to add a specific Portlet to all
user's pane but this Portlet cannot be removed by
other users. This action is performed by administrator
or some super user. So this can allow webmaster or
administrator to post some information or message to
the user when user logined.

2) How to remove the "pen" besides the pane or the
right side of the pane bar? For example, the "pen"
besides the "Home" pane.
