[jira] [Created] (KAFKA-17799) Forbid use of the default system locale

Greg Harris created KAFKA-17799:
-----------------------------------

Summary: Forbid use of the default system locale
                 Key: KAFKA-17799
                 URL: https://issues.apache.org/jira/browse/KAFKA-17799
             Project: Kafka
          Issue Type: Improvement
            Reporter: Greg Harris

Using the system default locale sometimes has negative effects, especially when it's use is not intended. We should use forbidden-apis to catch these usages statically.
