   ## What and why to refactor
   Previously, we tried to adopt [Singer Spec](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue+singer+is%3Aclosed) and proved that it was a dead-end
   
   1. License is incompatible: https://github.com/apache/incubator-devlake/issues/4220
   2. Many `tap`s are out of date
   3. etc.
   
   ## Describe the solution you'd like
   Remote all related code such as:
   
   1. `backend/resources/tap`
   2. https://github.com/apache/incubator-devlake/blob/5787ef02db550368a38a3c13f92c7abb1e5d2e78/backend/Makefile#L83
   3. https://github.com/apache/incubator-devlake/blob/8cfe2b8a46a7b609a42527fd893e5bc09b43698f/backend/core/config/config_viper.go#L106
   4. many other places, please search `tap` and `singer` to find them all
