Changes ORT/atstccfg to use the TO Proxy defined by the GLOBAL Profile `tm.rev_proxy.url` Parameter. This matches the previous ORT behavior.
I had hoped the new ORT/atstccfg changes were fast enough, but it seems that speed doesn't matter, if TO/Postgres is running on small enough hardware, scalability can still be an issue, and some TC users still need the Proxy.
This adds back the same ORT flag that used to exist, as well as adding an option to the internal ORT tool `atstccfg`.
No tests, all changes require TO, and ORT doesn't have an integration test framework yet.
No changelog, proxy option being added back existed in the previous release.
No docs, no interface change from the previous release.

## What is the best way to verify this PR?
Run ORT against a Traffic Ops with the `tm.rev_proxy.url`, verify (either in TO/Proxy logs, or the atstccfg Info log) that the Proxy is used, run ORT with `--rev_proxy_disable=1`, verify Proxy isn't used.
## If this is a bug fix, what versions of Traffic Control are affected?
Not a bug fix.
