another request for inclusion in 0.22

Description: change the dependency for the optional bdb store to the latest
version. We are upgrading as the version we are using now was just
withdrawn following the latest release, which fixes various issues
including some which could cause data corruption. Low risk and since we
can't actually ship the jar, users could simply use another version if they
want anyway.
