[users@httpd] leting user have cgi-bin access

I have a problem finding out how to let regular users
have access to run perl script in their own webpage.

I have apache 2.0.40 on a linux 9.0 system and I'm
letting users have access to publish their own webpage
in their accounts (under public_html). So far it
works. But now I want to have access to their own
scripts, for example if I have a user in my account
"moto", the html files are store in public_html
folder (this html files are viewable at
(http://mydomain/~moto). My configuration now is that
I want to let users create public_html/cgi-bin/ folder
and store all their perl scripts, but what lines do i
need to change in the httpd.conf to let users have
access to cgi scripts?
