The files in
http://jakarta.apache.org/builds/jakarta-tomcat-4.0/release/v4.0.3/bin/linux/i386/
are for httpd 1.3 not 2.0
For httpd 2.0 you have to build mod_webapp.so using the sources or wait for the
next TC release.
