Review comment:
       By "no effect", I meant that it doesn't actually make us use Sphinx 3.0.3. `tox -e py38-docs` is still using Sphinx 1.8.5. I tried adjusting other dependences to get us to actually use Sphinx 3, but it fails to build our docs.
   
   I figured we should just revert this for now for clarity
