commons-site build does not trigger on SVN change

As the subject says: at some point the commons-site build [1] no
longer seems to want to trigger on SVN changes.

I cannot work out why, the config [2] looks OK - does anyone have a clue?

Anyone know how to check what schedulers are enabled and if they get triggered?

It's a bit annoying to have to trigger the builds manually.
