parser error while parsing wsn wsdl

pls  i need assistance, i get wsdl exceptions when i run wsnwsdl2java tool on
the subscriptionmanager wsdl doc, the pubscribe tool has been deployed to
tomcat already but i can't seem to be able to invoke any of the operations
from a java class. the exception is a wsdl exception parser_error,unable to
parse xml-namespace 1998.xsd connection refused to host. or can't the
pubscribe tool run on a standalone system? thanks.
