[digester] 1.4 release plan

a release branch doesn't seem necessary. so, we'll need a feature freeze 
on CVS HEAD.

i will prepare release notes and complete the other preparations necessary 
for the release.

i hope to have a release candidate and be able to call a release vote 
before monday.

not much of a plan but that's all that's needed :)
