Just for the record, the only thing is that there is uses cases where a gcgs of 0 is actually a good idea (if you ttl everything in the CF typically). In that case, we'd end up never removing paxos state, which would be inefficient. And of course if someone uses a very short but non zero gcgs with the same reasoning it could be problematic.
Anyway, I'm fine not adding a new setting for now, but it would be worth at least mentioning in the NEWS file that there is a new use for gcgs and people needs to be aware of it. And/or, maybe we could set the paxos TTL to max(gcfs, 3 hours) or some other hard-coded but reasonable minimum?
