I think the issue is not really an issue.

Try to change:

felix.fileinstall.enableConfigSave = false

to 

felix.fileinstall.enableConfigSave = true

I'm pretty sure it will work.

FYI, I already reverted this change (introduced by Freeman, it was a mistake) for Karaf 2.3.4.
