[I] [Task]: Use "Distroless" Container Images to reduce potential vulnerabilities for Beam Python SDK containers [beam]

   ### What needs to happen?
   
   Google's ["Distroless" Container Images](https://github.com/GoogleContainerTools/distroless#distroless-container-images) provides better ways to reduce the potential vulnerabilities. We plan to switch to the Distroless-based Python images for Beam.
   
   ### Issue Priority
   
   Priority: 2 (default / most normal work should be filed as P2)
