Summary: Create UI 'usage' response to HTTP Get

Initial Comment:
Alter InquiryServlet and PublishServlet to return HTML 
describing the appropriate method to invoke jUDDI's 
UDDI functions. This could be done simply by 
implementing 'doGet' functions within these servlets that 
simply return a static 'usage' page.

This will inform new jUDDI users of the appropriate 
method for accessing jUDDI (through a uddi browser) 
when attempting to reach the UDDI publish and inquiry 
functions (inappropriately) through a web browser.
