IMPALA-15583: [DOCS] impala-shell requires Python 3 and TLS 1.3 ciphersuites

Add a section to impala_impala_shell.xml on the Python 3.8+ requirement,
the launcher's python3-first interpreter selection, and the
IMPALA_PYTHON_EXECUTABLE and IMPALA_SHELL_PYTHON_FALLBACK variables. Replace
the obsolete Python 2.7.9 TLS note in impala_ssl.xml and document the
--tls_ciphersuites flag there.

Also remove two remarks that refer to OpenSSL versions older than the 1.1.1
minimum that Impala requires (CMakeLists.txt and the static_assert in
thrift-util.cc): the sentence from the --tls_ciphersuites help text that says
the flag is only effective with OpenSSL 1.1.1 or newer, and the example of
OpenSSL versions lower than 1.0.1 in impala_aes_encryp_decryp.xml.

Testing:
 - Built plain-html docs without errors.
 - Compiled the edited DEFINE_string statement on its own; impalad was not
   rebuilt.
