I can not tell you exactly.

I have followed the process for all James dependancies (MIME4J, JSPF,
JSIEVE), and so far only MIME4J and JSIEVE have been released.

I'm waiting for JSPF 1.0.1 to show off on :

http://mvnrepository.com/artifact/org.apache.james.jspf/apache-jspf-resolver

before releasing James 3.0.0-beta5 (mvn release + vote + time for
mvnrepository to catch up).

I also opened an INFRA ticket about this.
