[PR] fix: expose current Studio build metadata [rocketmq-dashboard]

## Summary\n\n- inject the frontend package version into the Vite build\n- generate an ISO-8601 build timestamp, with available for reproducible release builds\n- show the injected values in Settings > About instead of stale constants\n- cover the About metadata rendering with a focused test\n\nCloses #1962\n\n## Track\n\nTrack 1 / control-plane operability.\n\n## Validation\n\n- (3 files, 9 tests passed)\n- \n- and verified both injected values in \n- \n-

Superseded: build metadata exposure already landed — #2049 wired VITE_GIT_COMMIT into the web build and #2051 shows the build commit/time in the footer. Closing as covered; thanks for the proposal!
