See my report at freebsd (ports/37633), Basically, if SSL is built in using 
the FreeBSD port (www/apache13-modssl), and you then add the www/mod_php4 
port, the enabling statements for php are placed within the &lt;IfDefined 
SSL&gt;&lt;/IfDefined SSL&gt; tags.  Apparently this is done via apxs. 

FreeBSD says it's an apache bug.
