   ## What changes were proposed in this pull request?
   
   Remove dependency on ambari-utility module.
   Fetch ambari-common package from maven and unpack it appropriately for host monitoring module. 
   Remove support for windows OS.
   
   ## How was this patch tested?
   mvn clean install
   Did an rpm build and verified that the ambari-commons is packaged in the monitor rpm.
