Woonsan Ko resolved SCXML-114.

    Resolution: Fixed

Changed the static JexlEngine member to instance member.
So, someone can override #createJexlEngine() method to add custom settings on the JexlEngine for their purposes.
Also, if someone wants to keep singleton for the efficiency of JexlEngine, then s/he can still keep singleton of JexlEvaluator instead.
